Cannot pay for verizon cloud after switching carriers

I have been a verizon customer for 2 years, and I had verizon cloud.  I got an email saying, "Reactivate your Verizon Cloud account within the next 30 days, and all your content will be right there waiting for you." I click on "reactivate cloud" button which then says I have 23 GB of data. Then I put in my payment details. Then I just get an error that says, "Oops, something went wrong. your purchase was unsuccessful".  Please let me know if there is something I can do. The 30 days will expire in 6 days. 

I contacted cloud develpment team. I saw 2 emails online for them. which is the correct one so I can involve them in my query. I have seen

[email address removed per the Verizon Terms of Service] (this bounced back so it's not this one) 


Can someone help with this, or please ask the cloud development team to answer? I would appreciate it a lot.
