My cloud was at capacity when my phone quit today. Can I upgrade my Cloud capacity on-line to get everything off my phone and into Cloud that is on my phone that quit working? Or is it too late to get everything off my phone now it won't power up?

Your asking if you can still back up a dead phone?   No.  No amount of cloud storage will help you if the phone is dead.  Only what was backed up is available.   Hopefully your phone is not completely dead.
