How do I import contacts.csv into the Cloud?

I have all my contacts in a .csv file and I need to import them to the Cloud so they can sync to my phone.  How do I do this?  We used to be able to do it with the old Backup Assistant website.

It's there - the upward pointing arrow when you are in the Contacts section of Cloud on the computer/desktop version is IMPORT.  I think if you click that you'll have the option to upload your CSV file.  If that doens't work, post back and we'll try to figure it out.
