My messages should be located in my cloud ... how do I retrieve them from there if they were deleted on my phone

The Verizon Cloud only stores the past 90 days worth of messages.

When you first start backing up messages, it will only go back 90 days. But once it starts backing up, it will keep adding to that initial base so it will store more than 90 days.

You may not be able to.
Verizon cloud 'syncs' messages, much like contacts. If a message is deleted from the phone, the next time a backup happens, it will remove it from the cloud. You'll only be able to retrieve deleted messages from the Cloud app if the backup hasn't happened.
I think Verizon Messages app might have a different retention policy.
