Received an email stating that my Verizon Cloud account is being closed June 29, 2017 due to inactivity. My mobile device is being backed up to my cloud on an hourly basis. Can you define inactivity to me please?

There is a valid message from VZW going out to customers that are "inactive" regarding the closure of cloud accounts and so if you are using the cloud on an hourly basis, I would ask if you are using the VZ cloud or the icloud as if the above VZW rep isn't aware of it, this is still a legitimate message being sent from Verizon and isn't a phishing attempt....
