I backed up my phone to the Verizon Cloud several months ago and then my phone was stolen recently. I had to suspend the account temporarily for protection and until I got another phone. Now all my contacts are gone!!!
In the meantime I was trying to retrieve my contacts for employment purposes and Verizon held them at ransom until I bought another Verizon phone. Now my contacts are gone!!!
I'm very unhappy with the service and all the run around and inconsistencies. This infuriates me! I need my contacts ASAP!!!

Your contacts have nothing to do with getting a new phone or not. Most people backup their contacts to Google or their email account, not to the phone itself, and others use verizon Cloud, but it is ultimately up to the user to backup contacts securely. Contacts are not held for ransom. Keep in mind that no Verizon service, such as Cloud, is accessible when an account is inactive.
