is there a way to restore a previous backup on the cloud. I got a new phone and my contacts are no longer on the cloud

I got a new phone on warranty and when everything is setup i have no contacts. I looked on the cloud and it shows i have no contacts where the day before it was showing 269 contacts. Is the a way to restore a previous backup?
