I bought my mhs 800LPP online and went to try and activate it. Verizon says that it's locked and they can't activate. It's not listed as stolen and it's not on any do not use list or any list for that matter. For the life of me, I can't figure out how to get the device unlocked so I can add it to my account. Any help would be greatly appreciated

PP in the model number means Prepaid. Prepaid devices sold to end users through authorized retailers require registration through Verizon Wireless at the time of sale. That’s why your device is blocked. Verizon has no record of an authorized retailer selling the device. The device may have been stolen from a retailer which explains the seller’s lack of knowledge, no registration and failure of the retailer to notify Verizon.
If you bought it on eBay, complain to PayPal and SquareTrade.

on eBay. they guy told me to just go into the store and they could activate it. when i got there, both the store and customer service said I'd have to contact the previous owner and they would have to call and do something to free it up. it's not stolen or on any black list with Verizon. they just said they could activate it. Just spoke to a friend of mine, and he said that if it's a prepaid mifi, which i think it is, they have a new policy to not activate those mifi's anymore, but there has got to be a way for me to get this activated and attach it to my plan
