Ellipsis 10- zooming web pages

On every tablet I've had in the past, I was able to make a zoom view of every web page by simply putting two pinched fingers on the screen and spreading them apart.  With my Ellipsis 10, it only does this with some web sites, not all. (It's not letting me do it with this site right now).  Is there a setting I can change to fix this,  or this just a weird quirk of the web sites? (Case in point, it's not letting me do it on this page)

If using the Chrome browser, go to Settings -> Accessibility and check the box for "Force enable zoom".
