Why is there a phone icon? I have tried to dial and recieve a call with no success. What is the use of this icon and dialer? Can this tabletmake video calls?

Hangouts is a dialer app for wifi and or video chat with other apps, like google voice.
No it's not google hangouts. It's a blue icon on the bottom row in the dock that says, "phone". It brings up speed dial, recent and contacts. I can dial a phone number but it does nothing?
