Why can't I get an app to rotate on my device?

I went from using an iPad to an Ellipsis 10.  I am able to play the Big Fish Casino app vertically, however, the Ellipsis 10 will not let me play vetically, only horizontally.  It is impossible to actually play this app horizontally, I am not able to see the whole screen.  My rotate screen is on, and it rotates everything else but this game.  Any idea how I can fix this issue?  If the iPad can be played vertically, I can't imagine the Ellipsis can't be... From the Play Store listing for the application, send the developer an email asking why the rotation isn't working and what you are having trouble with. This is something only the developer can solve especially if the device rotation works normally on everything else.
