google apps pop up won't go away and play store will not work!

I get this constant pop up about how the google apps won't work. I can't get anything to work in the store. I can't get rid of this pop up for the life of me.

We want to get your downloads back in action, keys11. Did this start after installing new apps or updates? Try Settings>Apps>All>Play Store>Clear cache and/or data.

I have cleared everything.

I have done a factory reset. Hard reset. Whatever it's called.

I can't get rid of this popup.

I appreciate you taking these steps to troubleshoot. When factory reset was completed did the same apps auto-restore?
