Cant send or recieve picture messages with LG VX5200 camera phone.

I have the LG VX5200 camera phone, which will let me take pictures and save them onto my phone but when I go to send them or someone sends me a picture, it wont let me. It says picture message failed when i try to send it (full bars) and it says Unable to recieve picture message when one is sent to me. It has been like this ever since I bought the phone 6 months ago.  I did buy it used on Ebay if that makes a difference.  Im tired of it stressing me out and I bought a camera phone for a reason! Hopefully I wont have to go buy a new one. If there are any questions I can answer them... Im just not very phone sauvy.

i honestly do not know the answer to that question.  If you could tell me how I would go about finding that out and or what I could do about it if it does. then I could let you know.  I think you are right though.
