How do you fix not receiving text messages with a samsung s9???

My husband's samsung s9 won't receive text messages. We've tried all the troubles shooting stuff on troubleshooting assistant and that didn't work. We are really frustrated as we got our phones yesterday and he needs a phone for work. Mine works fine. His just doesn't receive text messages. He can make calls and receive calls. He also can send text messages just never receives any. Please help.
