On Android, how does one add new emoji's to Message+?  Also, is it possible to transfer Whatsapp emoji's to Message+?

I don't know how, but Messages+ is getting shut down in June 2024 so I'd use a different messaging app.

Whatsapp emojis cannot be shared with other apps.
