International Text Messaging

I occasionally text a friend in the Netherlands and everything was fine. But since I think 2 months ago, I am unable to receive their text messages. I can send the text and they get it but when they send a text message to me, I don't get it. This happens to both my phone and the other phone in the same plan as mine. Is this my problem or is it my friend's problem？ Any help is appreciated
