I have read through a lot of the threads on these forums regarding texting from the USA to Canada under the unlimited texting plan, and it seems to me that the most common response is that these fall under the unlimited text due to the phrase:
"Text messages sent to phone numbers in Canada, Mexico and Puerto Rico are charged domestic rates per your plan."
and would not incur additional fees.
I spoke with a CS rep today on the phone who told me that this was not the case and I would be charged the 20 cent rate.
It would be really nice to have some sort of consistency, and I hope that you guys are correct and not him.

The sales representative is correct. From personal experience, if you are sending messages to, or receiving messages from, Canada, you will be charged for it. Each message that you send and receive will be $0.20 per message. This is also based on the information that is found on the Verizon Wireless website (https://text1.vzw.com/text/jsp/txtintl_viewall.jsp).
