Is it possible to send and receive text messages without having data or wifi on?

I'm not tech savvy and I'm frustrated to have to pay for something I don't use... Rcs.... I don't want my mobile Data on all the time. And the issue seems to be Android to Android... Which seems odd to me.

What happens when you attempt to send text message with no data or Wi-Fi? Which messaging app are you using? When did the issue start? What recent changes have you made? Who else is experiencing this problem?

In Google Messages, tap on your account icon > Messages Settings > RCS Chats > toggle it off.
If you don't have data turned on, then you're going to have a problem viewing any texts that have videos attached to them, or if there are embedded links. Texting is unlimited on any current service plan - I don't know for sure, but would think even the more recent legacy plans like the 5G [something] More plans have unlimited texting. So unless you have a plan that's very old, shouldn't be a problem with data.
