I was just curious because I lost my phone charger and still want to be able to text people when I'm at home. I want to know if it's free for me and for the person recieving the text.

"Free" depends on what texting plan or bundle the recipient has. It doesn't cost YOU anything to send the text online, but it will count as a received text on their end. If they have unlimited, then it's "free", if they have a texting bundle, it will count against their total messages allowed.
