Message+ stuck at GET STARTED screen

Trying to load messages+ onto a brand new Samsung Tab S7 because my Verizon Note 9 doesn't have the "share calls and texts setting." The tablet is wifi only, no cell service, no provider branding. My Note 9 is Verizon provider branded. It gets stuck at the beginning screen where you enter the phone number as noted above. I enter my phone number, tap next and....nothing happens. Why?

 never goes past this screen after I enter my number and tap next.

Nevermind. I bought an unlocked phone so I could avoid the Verizon ecosystem.

Let's get the bottom of this. When did this first start and did any changes occur around that time?
