Not receiving SMS when sent to or

Verizon provides a facility where SMS message can be sent to <phonenumber> or MMS can be sent to <phonenumber>

We use this facility to send out alerts. In the past few months this has stopped working for Verizon mobile phones in the following case:

We sent email alerts to multiple phone numbers within as well as multiple numbers on AT&T network. We also have a few email accounts on other domains.

If we send emails just to Verizon numbers in the to list it works fine. As soon as we add numbers from other networks the SMS does not reach Verizon numbers only. Other networks receive the text without any issue.

It appears that if the to list has addresses to networks other that Verizon, the messages are blocked on the Verizon network.

How do we go about getting this corrected?
