Phone says text message sending failed

I have a Rival phone and here recently when I receive a text and try to reply it says that my message failed to send. Anyone had this come up before?

Do you have text messaging blocked on your phone? If yes, you have to call customer care and ask to have texting enabled on your phone. Also if you don't have messaging blocked maybe something else is set up wrong on your account.You'd have to call customer care for that too.
