I worked this issue for a user on the Microsoft Q&A forum

And found:
I tested from my Verizon phone account to my GMail and Outlook email accounts.
It gets thru to GMail but is put in the SPAM folder. (I can "Not Spam" it and future emails go to my Inbox).
Outlook hard bounces it with the same message you saw. No way to bypass.
My guess is that this is due to the Dkim= Fail.

So it would appear that Verizon is no longer keeping their "@VZWPIX.COM" DKIM DNS record up to date. If this is by design, as a prelude to shutting down the service completely, or just negligence, I can't say.
Has this issue been reported to Verizon Tech Support? What was their reply?

Hello Hornblower409, VText is a service that is in the process of retiring. There is no clear date on when that happens but we want to be transparent. The service is targeted for low volume messages on consumer accounts only. As the migration proceeds you may continue to experience undelivered messages. If it is related to a business / Government account, we do offer an Enterprise Messaging service that may be beneficial to you, based on your needs. Hi, per my comments in the other forum thread referenced above, Vtext and VzwPix are no longer supported. I don't remember which thread it was from a long time ago in which a CS rep posted this, but for all practical purposes, these apps no longer work. Why there is any functionality at all to them, can't say. But it's probably like trying to use a PC running Windows XP in these times. If it boots up still, it'll still do some stuff, but there are going to be things which aren't going to run on it, or the hardware on the PC is now so old, it could go out at any time.
I'm not a Verizon employee, just another customer trying to help.
