I actually ran a test (both phones on same account):
1. sent text message to my (windows) phone while powered off - waited 10 mins and turned phone on - even after an hour the text msg was NOT received. Text messaging while phones is on works OK.
2. sent text message to my wife's phone (android) while powered off - waited 10 mins and turned phone on - text message received!
(I don't keep my phone on at all times and I wasn't receiving message that others said they sent when I turned phone on)
Is there an account setting (on the Verizon side, presumably) that would affect this?

I have never had to change any setting on my Android nor account with Verizon. Perhaps a Windows Phone limitation? But, I wouldn't think this to be the case. I have never heard this one before. I'd think it to be a Verizon issue. How about your SIM card? Can you leave powered on, remove SIM, reinsert it? Maybe it just needs kicking into gear.
