Some messages from certain text senders chronically arrive and stay in Downloading condition. This started with the Android update. My Samsung tablet is fine with the messages but it's only wifi capable.

Re: OS 6.0 settings
Please check these 6.0 setting on your device:
1) Go to Settings> Applications> Application Manager>Message+- turn ON Permissions.
2) Go to Settings>Notifications>Message+- turn ON.
3)restart device.

Aliem, Thank you for responding. I have Android 5.1.1, latest update was 3/14/16. My system does not appear to show changeable permission and notification settings.
I have two coworkers with IPhones whose text messages don't come through. Sometimes I see the messages as a notice when they arrive but inside the app they stay as downloading. For a while it will tell me the network is not available. It doesn't matter if I have mobile data on, WiFi or no data. Before the system update, their texts came through. These texts are often about who will or won't be coming to work so they can be important.

The Android app will update with fixes this weekend on Play Store.
Are the iPhones using the Messages+ iPhone app version?
