Text Messages showing "Not Delivered" on iPhone 5

When I send photos to others on the Verizon network via my iPhone 5, i get an error message back that says, "Not Delivered" yet the receiver does in fact get the photo and message. Why is this happening? I contacted Apple first and they suggested restoring my phone and resetting my settings. Neither worked to fix the issues. Any suggestions? Thoughts? Thank you!

Thanks for the clarification, tamster717.
We are so glad that those steps have already been completed.
Make sure data is enabled http://vz.to/1e6M79f.
It is difficult to say what the issue may be since we are not able to verify with iMessage since it is an Apple product. What we do want you to do is disable iMessage and try to send a a photo message (MMS) to see if it works when you use our network.

tamster717,

I am so sorry to hear about the issues you are having with your text messages not showing delivered. Does this issue happen on both normal text messages and iMessages? When you stated you reset settings did you also reset your network settings? If not, please try this http://vz.to/1ibGCqH

I did try all those. It happens with iMessage. I reset network settings and it still happens.
