Unlocked verizon

I have a problem with my unlocked Verizon phone which is a LG V60 when I put my SIM card in the phone it still says Needs Verizon sim my SIM card works  but I cannot send out messages I can receive them but can not send any out, the question I have is my phone fully unlocked I tried everything and I still cannot send out any messages I'm still getting put in a Verizon sim card what's the problem? I went to my carrier they can't help me , I would like to know is my phone fully unlocked? and how can I have this fixed I purchased my phone off eBay, like I said everything works except me sending out messages and I would like to know is this phone fully unlocked or is there something else that need to be done. Please help

Hello, Griff72. Help is here. We do need to get some info from you first to ensure we are assisting properly. Where did you get the phone from? Did you have an active account with us previously? We would need to access the account in question to see the unlock status, but this will require you being either the Account Owner or the Account Manager of the Verizon account in question. Please advise.

I bought phone from a seller on eBay, that should that be a problem?

Also I appreciate your response I've just seen this hoping you can help me like I said the phone is a good phone only thing I cannot do is text out I do receive texts.

If the phone is saying it needs a Verizon SIM, then it is NOT unlocked.  There are ways to make a phone look as if it's unlocked, but it actually isn't.  Then trying to use it on some other carrier or downloading updates or maybe something else onto the phone causes it to permanently lock.

Your best bet is to see if you can get a refund from the seller, because the phone's history can't be traced with you having bought it secondhand.  Unfortunately, buying used phones is a huge case of caveat emptor; I don't recommend doing it at all unless you were buying directly from the manufacturer as refurbished or preowned from a carrier if you don't mind a carrier phone.
