From that message, it sounds like iMessage is trying to initiate a phone call to that number. Is that a Contact that you're trying to message and if so, you might look closer at the numbers/options entered for that Contact.

Typically, this means that there is an issue with the number being called, since you stated this only happens with that one number.
The user of that number could have accidentially enabled call forwarding to an incomplete number which would cause that error message when calling, but not affect text messages. You can ask them to dial *73 from their phone to disable call forwarding, this works with all providers.
Another scenario is that the number is not active, but if they also have an iPhone, then iMessages can still be delivered since they are processed through Apple's iMessage service, not the actual phone service.
