Why Am I Seeing Texts From 000-030-0400 On My Usage Log?

I just started seeing texts from 000-030-0400 showing upon on my usage log, is this some kind of blocked text?

Does Michigan Primary Care Association, Care4Life mean anything to you?  That's what those texts are from...
