Why is my bill more than double than quoted?

I bought an ipad mini3 the bill was to be $30 I was shocked to see the $71 bill

First and next month's bill maybe?  Verizon bills ahead and you might have pro rated time for the remainder of the first month.  Taxes are also assessed.
