Why is the Messages+ desktop application failing to install?

No luck with the restart. I am on a Windows Surface Pro 3 that is roughly 6 months old.

Intel Core i5

4GB RAM

64 bit OS

It appears that you are trying to install the PC version of the app. However, the Surface Pro is a TABLET (not a PC Laptop).  In this case, the Tablet uses the Play Store version (6.1.1), the same smartphone version. 

Please uninstall the PC version first.

Then, install the Tablet version from Play Store.

That worked! Thank you, didn't realize the surface pro qualified as a

tablet because of the keypad.
