how to text from pc if all i have is other person's cel number?

I need to text from my computer and do not know what plan the other person has? I know their number, is there a way to determine the other person's correct phone text email address?  Meaning, their actual cel number plus whatevert allows it to receive text via email?

It's important to know the cell provider of your recipient. If you google search email to text, you should find a list of the different carriers and the addresses you need for each one. Example: Verizon Wireless is xxxxxxxxxx@vtext.com (where the x's are the 10 digit number)
