send imessage to hotmail email used to work . stopped working recently with message returned not sent

The last rumor I'd heard about the whole Vtext/VzwPix thing was they were gradually tightening the filters to eventually make it so nothing works through those apps. If Gmail still works with Vtext or VzwPix for now, it's probably just that whatever blocking filter hasn't caught that particular email address yet, but eventually it'll stop working.
There were huge discussions about 1.5 years ago when I first joined the forums, where a lot of people wanted these apps to stay - I'm guessing Verizon put out some notification to everyone who was using Vtext/VzwPix at the time - but it's like Messages+ now being retired. ☹️
I'm not a Verizon employee, just another customer trying to help.

microsoft support response :
This is an issue with Verizon. Their MMS mailing infrastructure does not allow the "vetext.com" domain for sending out messages with the VZWPIX.com domain. This is specified in their SPF record and thus Hotmail rejects it. They do allow vtext.com, so maybe someone made a typo somewhere. The comma within the host name is also very curious to say the least.
You'll have to contact Verizon again. The issue is with their infrastructure and not your phone or Hotmail/Outlook.com.

Vtext and VzwPix are no longer supported. While I've heard conflicting information on whether or not these apps have officially been retired, they're not really working anymore. If you're a business customer, contact Business Support about being transitioned to EMAG. Otherwise, you'll have to find a 3rd party app for email to text, as I strongly suspect eventually Vtext is going to "quit" on you too.

however imessage to gmail works ok , only imessage to hotmail fails with error
