text messages are suddenly being blocked.

We are a company supplying software to government agencies. One of our features is that when a service request is created, it can trigger an email letting the users know the status. 

This was working until recently, when all of a sudden Verizon customers who use their phone# @VTEXT.com are no longer receiving text messages.  

I can see on my end that they are being blocked by Verizon with a message "blocked AUP#BL".

Is there something that I or the end users can do to resolve this?

We're sorry to learn that these issues are occurring. There are some things that you can check to see if it helps with the issue. For example, limit the message size, check with your customer's to make sure they don't have spam filters

There are numerous threads identifying sporadic issues with email-to-text using Verizon's vtext.com and vzwpix.com email domains.  It always appears to be an issue with the VZW gateway filtered by cloudfilter.net servers that are sporadically blocking the traffic to VZW.  The issues seem to clear up as sporadically as they occur with no identification as to why it happens in the first place.  Suspicion is the cloudfilter.net servers have issues that get resolved eventually.
