Yes, if your plan has unlimited messaging, picture and video messages are unlimited also. Are you on the Select Plan? If so, you also get unlimited Instant Messaging.
If you have a messaging feature that you pay $10, $15 or $20 a month for, then you only have unlimited messaging in network to other VZW mobile subscribers with an allowance of 500, 1,500 and 5,000, respectively, for out of network.

If I may jump in to clarify -
single line plans are $20.00 for unlimited messaging
family share plans are $30.00 for all lines to have unlimited texting
is the pricing on moving your plan from the BASIC to the SELECT, which is unlimited messaging. The add on packages listed above are added to the BASIC Plan; per line on a family plan. The SELECT plan is $20 for an individual line, and $30 more than the BASIC for a family plan. Hope this clarifies.....

Sending text, pictures, and videos via text message you pay nothing above your Select plan, that's right. All included.

Mostly every U.S. cell provider charges for incoming text messages. I remember back in the old days it used to only be 10 cents per text and jumped to 20 cents. I guess I should thank T-mobile for starting that trend.
