what time zone are messages listed in (under usage)?

My messages are showing sent and received at a time in the future. Is there a way to update settings so my current time zone is used and my messages and calls are listed in my own time zone?

Hello. Simple question:  If a call is placed from one time zone... calling to another, which time zone is used on the "usage" section of my bill.
