hmmm I think you can only choose the apps that the owner of the phone can use or install, but as of the usage of app (like a certain limit for its data usage) then I believe that would be almost impossible or impossible to do. But try to set limits for the time of day and pair it with "Content Filtering" on the Verizon Website, I'm sure that will help.
On the mean time I will check for other apps that can do what you desire
