Data Cap for Child w/o Smart Family?

Hello. Is there a way to enforce a data cap for a child without the Verizon Smart Family addon? I am not interested in the other controls, only the ability to cap the data.

Android phones can limit the data usage on the phone itself, but there is no way to restrict the user of the phone from changing the limit once the initial data limit has been reached.
