Device still able to access the internet on wifi

I set restrictions on my daughter's iphone and/or pause the internet and the internet still works on wifi.  I turn off the wifi and the restrictions work.    It was working to restrict the internet in both configurations before so I know it works.  Please help.

Good morning. I know how important it is to manage your daughter's phone. Are you using Smart Family, or just the basic restrictions that are available on the phones? 

When you had it set up in the past, was it an iPhone as well?
