How can I assign and limit the amount of gigabytes available on a device?

I gave my grandson an iPad for Christmas and it is on my account.  How can I limit the amount of gigabytes available to his phone so he doesn't run me over my limit?

What a great gift for your grandson! I’m sure he’s enjoying his new device. Making sure you can keep tabs on your data is important.
