Is there a way to intentionally & remotely turn off mobile data (I know you can turn off the internet) and keep it off on our son's phone and keep it off for prescribed periods of time?

The option that I am thinking would be perfect for you is called SmartFamily. https://www.verizonwireless.com/solutions-and-services/verizon-smart-family/ This option will allow you to pause the user's internet since turning off the the Mobile Data option is not working for you. Can you review this option and see if this fits your need?
