What a strange issue! If you are having problems setting up the Usage Controls online, it could be due to the feature falling off the line after it was upgraded. I can check the provisioning if the issue is still going on. Please DM me with the mobile numbers, and I'll take a look. It could have also just have been a hiccup in our system. You can try logging out and logging in again in order to retest it.
Whatever the outcome, can you post your resolution if this is resolved? It may help others if they run across the issue.
You will need to go in and change the features.
You will not just be able to add parental Control. You will need to go to the features/pan page on My Verizon.
I had this issue when upgrading my daughters phone.
There was some routing crap added to the line which prevents parental control.
