HOW DO I STOP A NUMBER THAT IS BLOCKED FROM GOING TO MY VOICE MAIL AND LEAVING A MESSAGE?

How are you blocking the number? Is it through the phone itself or through your MyVerizon account online? The phone only block just sends them to your voicemail. The MyVerizon account block prevents them from leaving a voicemail or sending a text message to you.
