Why is my iphone saying "to complete your call, please re-enter the 10 digit number?

This happened after I installed FamilyBase and put data limits on my daughter's phone. I can't call out at all.

Can you call out if you do 10 digit dialing? Is the phone in wifi calling mode (VZW Wi-Fi) in upper left status area?
