I have content controls and family base controls, but my daughter can still download apps rated for 17+ onto her IPhone. How do I block certain apps?

It's important to make sure your daughter isn't downloading anything harmful, vbpeterson. Content filtering is provided when your daughter is connected to cellular data. If she is connecting to WiFi, the content filters do not apply, unless you have special settings with your wireless connection. iPhones do have a restrictions menu that you can access and protect with a passcode.
