You can monitor on the phone itself, and if you are the account owner, you can see all the lines on the plan and how much each phone is using.
If you want the ability to shut off the data, you need Family Base, at $5 a month for the whole account, all lines. You can set a limit for each line. Verizon Wireless - It's the Network

I set a limit for one of the lines, but it also took away the ability to message without wifi because they reached their limit..how can I turn the mobile data off but still allow messages and phone to go through because it's unlimited

It's a give and take situation. If Verizon Messages is the app used, and if a photo, video, emoji or other image is sent in a text, it requires data. Be it Wi-Fi or network. If using HD Voice and Video calling, that requires data. Again, either Wi-Fi or network. Regular calls and text without images, does not require data, since it is sent through the CDMA side. VoLTE does not use data, unless Video calling is used.
