$200 Verizon rebate

In July I signed up for 4 post paid accounts with welcome unlimited plans. At the time the Verizon representative said I would qualify for 4 rebates with $200 Verizon gift cards. I followed the sign up instructions within the required timeframe to qualify, and I've made no changes to my plan since signing up that would disqualify me.
I've been checking the status for months now and it always says pending until this past week when I was notified that all 4 had been denied, but there was no explanation for why they were denied.
I've contacted Verizon customer service multiple times about this and no one can tell me why the rebates were denied. I'm incredibly frustrated by the lack of communication and lack of support. I've done everything required of me but I can't get anyone to help.
