True, but it is using Verizon's human capital (labor) that is being occupied by the customer. Time that the rep is using to help out a customer that is hurting its commission potential and his productivity. That's one reason why Prepaid phones don't have an activation fee because that resource is not utilized by the customer since Prepaid is meant to be 100% (in theory) self-serviced.
