I have now placed a second order within the last year that has been stopped by the Fraud Department. When I contacted them they stated that they couldn't text a verification code to my phone because the line was too new. I have been with Verizon for 13-14 years and the service I am receiving now is the worst it has ever been. The thing that really gets me is that I placed the order with someone over the phone, because I couldn't get it to work online. They verified my identity and then it got hung up in fraud.

Have you tried to purchase a phone in the store? Does it flag for fraud then too?

Has this particular account been with Verizon for this time period? Or you have been a USER for this time period? When did you get this number that they say is too new?
