Can you downgrade a data plan in the middle of a billing cycle?

As asked, is this feature only available at the end of a billing cycle or can I downgrade mid-month? I missed the opportunity because we upgraded a phone and it cancelled our pending order, and now we have waaaaaay too much data this month.

Only at beginning of next billing cycle. You can call and try to get exception, but in general. To avoid prorated amounts and unintended overage fees, the default is al at beginning of next cycle.
